Dr. Sang-Baek Chris Kang is the director of Global Cooperation at Korea Local Information Research and Development Institute (KLID) - a Korean government organization specialized in local Informatization and smart city. At KLID, he is in charge of global cooperation with partner countries regarding local e-government and smart city deployment. He is leading project developments in the areas of national ID management system and CRVS (Civil Registration and Vital Statistics). He also serves as a project manager for World Bank project in Cairo Governorate, Egypt and completed Sustainable Growth master plan on smart community technologies in Sidoarjo Regency, Indonesia. Furthermore, he also serves as an ICT expert advisor to KOICA, EDCF(Economic Development Cooperation Fund), etc. to coordinate financial supports to partner countries. He is also the winner of Republic of Korea Minister Award for international cooperation facilitation at the 50th anniversary of Korean e-government ceremony in 2017. Before joining KLID, he was a General Manager of SK C&C Middle East Office in Dubai, UAE. He had developed diverse big ICT and Smart City projects for Middle East and North Africa in the private sector. Furthermore, he also worked at GTC (Green Technology Center) in KIST (Korea Institute of Science and Technology), LG Uplus, and ETRI (Electronic Telecommunications Research Institute) in Korea. His diverse experience regarding smart technologies and ICTs from private companies to public organizations enables him of having a balanced perspective of providing information systems in reality. He recently published a co-authored book named Korea Future Report’ delineating the smart convergence future of Korea and a number of academic articles, wherein. His academic research interests span on Smart e-government, Mobile, Cloud Computing, Electric Vehicles, 5G, Smart Grid, etc. He holds B.A. in Economics from Hanyang University (Cum Laude), Korea, Master’s degree in Policy Economics from University of Illinois at Urbana-Champaign, U.S. and Information Systems Ph.D. from University of Missouri - St. Louis, U.S.
